First questions (Steam version, and triggering events)

Hello I'm new to modding in PA, so I've got a couple of first starter questions

1) How do you test a mod file with the Steam version? I've checked the wiki and wanted to see Sample_Scenario_Mod.zip in action but I'm not sure how. Do I create a mods folder inside the PA folder under SteamApps?

2) Say I've created a new Event. Can I trigger it manually? Like from a console.

There's more but for now I want to quickly figure these out.

Thanks I've already read the Modding article but I don't think my first question is answered there. Do I unzip the mod file in the PA folder to test the mod? Just the data folder?

About my second question, I realize now that before opening the console it is needed first to create a new prison with dev tools enabled. :)

edit: To be clear, the Steam version isn't showing the mod in the mod list if I create a "mods" folder inside the PA directory and unzip Sample_Scenario_Mod.zip there. Though it does take longer to load the game...
