The `ToolbarSprite` doesn't currently work with sprites in sprites.png. It only works with sprites defined in objects.spritebank.
In theory, however, there is another way to specifically define a toolbar sprite - RotateType 6 (and 5). I've not had chance to test this, but I hypothesise it might enable room menu icons to be deployed via sprites.png?
Anyone want to test the hypothesis?

I might try this a little later and come back to you on this... If it works; you can define a type 6 and only really use that 1 toolbar sprite! And use the other sprites for other types.... like I do with some of the sprites in my mod already...
