[Mod Request] Power Outage changes

I can't code (I'm still in very early learning phases of any form of coding), so this is just a request that would be pretty cool to see in the game.

New Changes this would bring;
- In an area with no power (NOTE: fog of war is lack of vision, not of power) prisoners that are not suppressed, will instantly become more volatile, and prone to escape attempts/violence.
- In an area with no power (again, not lack of vision, guards can still be there etc) guards will have a slower reactivity time to violence, escape attempts
- Gangs will now perform attacks on Power Generators if possible, their goal is to destroy
- New Swtiches added, works similar to pipe valve, shut off areas power temporarily if you have a chance of running out of power, can be automatic set on a timer.

Currently anything relating to electrical power is horribly broken in the modding API - both scripting and also materials.txt so currently it's not possible to implement anything remotely like this :(
