That's what NEEDED to run the game. Better equipment = better running. Just like you car needs gas to run. Obiviously more gas = longer running.

It's a common misconception that the mins = running games great. That's the min to just run the game. I ran the game on a p3-667 with an ati 8500 & it actuatly ran pretty decently (imho). seems more like an id game in that respect: it just runs (except here they put the actual min on the box instead of the min reccomended)

I have a 2Ghz P4 and 768mb ram with a ATI Radeon 9600SE and the game works fine usually, just every once in a while, mostly in the main menu, it goes insanely slow and the CPU is up to 99%. It also happens sometimes when starting a game, but the game itself (even BigWorld) runs fine. So there must be something going on that makes Defcon do that.

I have the same problem with Defcon. I have a 2004 Dell windows Xp with a ATI Radeon 9800 128 MB and the game still runs slow on my computer. I just bought the freaking card like 5 months ago. The slow and jumpy cursor is making me want to burn something down......

If your machine can run a GeForce4 Ti 4600, or maybe a 4200, that might help a lot.
I haven't run DEFCON on such a card so I can't say for sure, but they go for $30 or so on ebay, it may be your best bet.

Make sure your AGP slot can drive a Geforce 4.

It plays well on my HP laptop with Intel 64MB shared memory graphics card.
