unit placements in diplomacy

In diplo, anyone could be the enemy at any time. So whats the best way to arrange units? Half your fleet on one side and the rest on the other? Or wait till defcon 4 and then place units according to where the opponents place?

keep an eye on who isn't placing units...they're most likely to stab. you might not wanna send them radar...or place land units until they start.
