Allies: Air space/water space is shared. aircraft/ships/missiles may move through allied air space/ water. All units/buildings are visible. Radar is shared. Nations will not engage each other.
Neutral: Nations will not engage each other unless their air space/water is invaded. Aircraft/ships/missiles may not move through your territory and will be targeted if they invade your air/water space. Rader sharing is off and your units are not visible the enemy and vice versa.
Enemy: All units will be targeted with extreme prejudice.
The reason being I don’t like how somebody can join an alliance, get the location of all your stuff, then leave and keep the radar ghosts.
If I’m Europe I want Russia as my ally, but I don’t want them to know where all my stuff is so they would be Neutral.

Radar sharing is an advanced game option that you can change in custom games.
Also, the diplomatic options are actually quite deep. You can have cease-fires with non-allied players, or drop your cease-fire with your ally (good for sneakily blowing up his defenses), plus the ability to launch nukes at them and unally at the last second.
The neutrality idea is interesting. Maybe there could be a Neutral/Hostile switch. The game could start everyone Neutral towards each other, and see how the situation deteriorates from there.

In any case, there are only three alliance commands:
"Request to join this Alliance"
"Kick this player from your Alliance"
"Leave your Alliance"
I think "Invite this player to join your Alliance" would be a good one to add.

To invite someone, just send them a private message and tell them to join.. be sure to let your allies know that you want them in so they don't check 'no' without even considering it.
