This is also my interpretation. I experimented with placing radar and silos one time close to cities, the other time as far off as possible. In the second case there was no collateral damage at all.

This is kinda dumb. Why didn't IV ever clarify something they put in the game and affects the score (albeit minimally)?

Becaue they figured that we would be smart enough to figure it out ourselves and they didn't want to talk down to us?

Collateral can also be incurred when an enemy nuke is shot down over a city (or a plane or bomber for that matter) usually doing 0.1million kills each time. And yes also the allies thing works i believe.

Collateral damage occurs during any of the following conditions. (That I have found so far)

1. Anytime a Nuke, Fighter or bomber friendly or otherwise is destroyed over one of your cities.

2. Anytime an installation (Silo, Airbase or radar) is hit as long as it is placed close enough to the city. (Try placing a silo right on a city and have an opponant nuke it. They have to target the silo not the city)

3. if one of your Nukes, fighters or bombers are destroyed over an Ally city. (Which brings me to #4)

4. If you accidentally or intentionally nuke one of your or your allies cities will result in the killed population being listed as collateral damage.

There may be more instances but I have not yet found them. I have not found any corallation between radiation fallout and collateral damage.

i'm sorry, it's possible to nuke your own cities? also, i'm pretty sure you can't nuke a non-target, that is, empty space. i could be wrong.

You can nuke non-targets, but you don't get a nice 'lock-on' circle - understandably because there's nothing to lock on to.

Yes. You must use a bomber or silo.

You are wrong. With a bomber or silo, you can hit any arbitrary point on the map.

oh, really? i tried to target some points in between cities, and it kept locking on to the cities, so i figured you could only target cities.

The cities'll be your problem. The game assumes that you want to target cities, and so the lock-on will 'snap' to them if the cursor is too close to one.

Try zooming in more, or targetting a point not near a city.

ah, that makes sense. i tried it, the mouse seems to 'lock' onto nearby cities, but if you plop a nuke in the middle of say, siberia, you can target empty space.

I think it happens when u nuke a silo/airbase/radar that is very,very close to a city.

The BLAST effects hit the city since DEFCON doesnt give RADIATION casaulties.right?
