where do i find a mod maker?

I am interested in making a new mod and would like to know a good place to find one. Please help me!

There is only a LAN creator at Modlink. If you want to create a Dev Mod. Buy the DevCD and know C++.
I did defeat Epyon, on Hard Mode but I used up lots of continues. :)
