strange glitches need urgent fix!

hey there, basically i closed uplink as normal by pressing the x in the top left corner and then exit afterwards, but when i tried to return to uplink, as in restart the game it went to the opening screen but it would let me access my character. it said something about it being incompatible etc whenever i tried to log in as it, when i know its not as I've had it from steam for about 2 days now and I've been going in and out of the game completely fine. so i then clicked on options and ran it in safe mode, which has just made things worse, because i cant actually get to the visual settings options button again because of the layout of the window.

could someone please help me resolve firstly how to get it back out of safe mode, as the tab wont go up far enough for me to even reach the visual settings option, and secondly could someone tell me how to sort out the annoying glitch of it thinking its incompatible.
