New guy with questions

Just started and I have a few questions.

1) I found a site which says "no public log-ons allowed", what is this?

2) Is there a reason to not take every site you can and form massive bounce chains?

3) Is there a way of accessing a site without being traced? Maybe by getting the password quickly and then leaving and coming back later, or with good log deleting?

4) I was thinking of framing random IPs. Will this have any effect?

1) You have to use through a node of the same company, before you can connect there.
2) No, chain as many as you can.
3) Not really. You should read [>this<]

1. You need to bounce your connection through a node that the same company owns (I.E. ARC Public Access Server -> ARC Local Area Network)
2. Massive bounce chains help A LOT and can make you near impossible to trace
3. There are some hidden sites like that, and if you know what you're doing at bank sure.
4. There will be an effect, but if the IP is a personal computer. The person that owns the PC will be arressted and you will see this in a news report.

EDIT: For number one, you can' access certain ones actually, like personal computers. But, there is one PC you can access if you snoop around.
