Terrible framerate

Well, I decided I would give Uplink another go, but I've noticed that I have a terrible framerate (c. 20 fps) whenever there is a large amount of text on the screen (and thus I've noticed that the timing algorithm is simple as the "dialing" is much slower as well). I have no idea why this could be happening, and I can't test any compatibility options because of Steam (I get "Steam.dll is not found" errors...). I've searched through the forums and there's an old post that has no response that is similar to what I'm experiencing. All the other posts are related to removing/".bak"ing the opengl32.dll file (and it's already ".bak"ed). If anyone knows anything about this, help would be appreciated. Otherwise, when I have more time, I may look into it further and try to find something.
