Themes: Where to find/How to make

I'd like to use a nice looking theme for Uplink, but I can't find one that suits my tastes. Could anyone recommend one? Or failing that, could someone point me to how I could go about making my own?

I would start at Modlink, still the best Uplink site after all these years.
