I like the changes so far, but I do have 1 big problem.
What I realy don't like the sound of is the permanent debuff for dead staff.
When running a max-sec prison, with deadly and/or volatile prisoners you can not completly prevent the deaths of guards from time to time. So if I understand this correctly, my Prison will get a permanent, stacking debuff.
This makes me feel like I will always eventually "loose" the game.
What I like about failiure conditions is that there is always a chance to turn things around and optimise the prison to prevent this from happening again. I don't think this is an option here.
