Guards and staff frezeing

i was building onto my prison and the prisoners rioted. as soon as they started rioting my staff and every froze in place and would do nothing about the riot. i got the call message to do something about the riot and the timer ran out and the national guards was called and they also froze and dozens of trucks of the national guards just drove by unending
