Lag in utilities tab

Hey. I bought PA recently and have major problem. Whenever I switch to utilities tab game's performance drops drastically. From 75 FPS to 10-25. Even on fresh world where nothing is built. I have searched forums but couldn't find solution. Strangely, if I change any graphical settings during gameplay, lag disappears completely until restart. What might be causing this lag? In order to play every time I start the game I have to change something in settings so game won't lag.

Second problem is that when I am playing game changes refresh rate of my monitor. I have 60hrz monitor. PA sets it to 75 when game is running. not a big problem but still, is it necessary?

I don't know if anyone is interested in this but lag was caused by disabled anti-aliasing. Yeah strange. As soon as I turned AA on lag disappeared.
