[BUG] Building materials fill up drop-off area when cheats a

When cheats are enabled and you start building stuff, the construction occurs automatically, but the materials used for construction are still brought in on trucks which fills up the drop-off area and you have to manually trash each and every last package to allow the trucks to move. This is especially a problem because it blocks the prison bus from arriving normally and in escape mode.
