How come we cant do certain things?

I'm not sure if this belongs in your modding section, however I decided to post this due to the fact it doesn't seem to be anywhere. My query is why can't we edit/add new staff into the game or say create a new type of prisoner? It just seemed like something surely that could be opened up to allow modders to create more content since the developers said they're finished development? I would add I'd love multiple levels on the prison, but that's a slightly bigger ask.
