Suggestion: Contraband can be stolen from garbage cans

Contraband items such as knives, spoons, forks, tools, cigars, and alchohol should be able to be stolen from prisoners using the garbage can.

Used to be like this in an earlier Alpha version. Or to be more axact, when a prisoner was caught with some contraband, the guards dropped the item on the floor and another guard would then walk over and put the item in the trash. Once there, it was lost, but while lying on the floor, other prisoners could still pick it up. However, this mechanic was removed and I doubt they'll put it back in.
