Prisoner asssignment

Hello All,

Search through the forums. I may have not went back far enough. But wanted to find out if there was a way to assign a specific prisoner to a cell in a area of the prison. Built a cell block but the guards are not moving them to the new area. they are letting them remain in the holding area. So Is there a time block that they are to stay in holding . 12-24hours or something? I am assuming that i missed something some where.

Searched wiki as well, it doesn't mentioned anything other then it's a temp housing solution to holding prisioners. So is there a way to force transfer to a area or just to mark the cell block min security and different levels in order to split the inmates up?
