Death row pls help

Hi. I have a successful prison with about 600 prisoners. I have recently set up death row. I made them their own cell block and an execution room and there own canteen. I turned on death row intake and it says there is 1 death row prisoner arriving but when they arrive they are just maximum security. Please try and help.
