[suggestion]Reverse deployment

Currently, deployment only works in restricting only certain prisoners will be able to enter that sector. What I am thinking is a reverse deployment where certain prisoners are forbidden from that sector. If I mark a sector "not supermax", everyone except supermax can enter that area. This is very useful in managing protective custody prisoner so they don't stray with the general population or get mixed inside the general holding cells.
