Maybe beef up your laundry room with some more machines. They are hangin there cuz they have nothing to do. Which means you have more workers than work to do. You can also lower the number of them allowed in there. Or get rid of some janitors. Or, of course, get more prisoners.

This may sound like a funny question but, do you have anyone qualified to work in the cleaning cupboard? or do you have anyone assigned to the cleaning cupboard? if not try to hire a few more janitors and see if that solves the issue.
