High prison value.

Hello,

Not sure if this is a developer matter as it's technically an over-sight rather than a bug. (Besides I can't access delevoper.)

I discovered in my most recent play through of PA that if you disable prisoner income to build your prison before they get there, your "days without incident" will continue to go up. This caused me to get an extra 5000 a day, as I was building a fairly large prison before taking prisoners.

I want to continue my game without use of what can be considered an exploit so thought I should raise it on here.

In alpha 31, this issue does not exist, ive been building my prison for 14 days now, and have no insidence bonus appearing in my valutation or finance tabs
