Booze/pill icon next prisoner name

I found that not all prisoners that have an addiction have booze or pill icon next their name.
When does this icon appear?

i believe a prisoner is addicted at that point, some prisoners are using drugs or booze without an adiction.

Hmm, maybe you're right.
But IIRC I found that also prisoners having "1 active addiction" in re-offending chance window (keeping mouse pointer over "health" or similar row) sometimes are without icons... I'll have to check better at home.
