Because it's nighttime and the doors are locked? Try setting the doors to those cells to always open. Or let the game run a little bit until day arrives and all the cell doors open on their own.

I have left the doors open, i'll let the game run some time and i'll see what happens.

it could also be that the jobs were considered too dangerous at the time (due to a riot or such). mouseover it to see the reason why. I had something very similar and had to cancel the job and re-do it to get it to work.
