Food not filling prisoners

My prison is falling apart because the prisoners would be eating for the whole 2 hours, then the eating period would be done and they'd go back to their cells still extremely hungry. I had a large scale prison riot because of this (literally everyone tried to escape because they were starving) and now everyone is always trying to escape the minute they get uncuffed. I had both of the meal settings on normal and enough food for everyone, everyone was eating meals but it just didn't do anything.
