I Need Some Building Cells Help Please?

Hi there,

I have finished the execution room thing numerous times, then realised that you can build your own prison from scratch.

Anyway, i can build power and offices with no problems.

However, when it gets to building cells or the holding cells, that becomes impossible.

I have built the holding cell with minimum of 5x5 and larger, as well as, cells being 2x3 and larger.

But when i go to zone it as such, it just stays red. I have even tried putting in the furniture in first, and to no avail.

Please help?

You should be doing this:
Build a foundation.
Wait for the foundation to finish building.
Designate a cell or several cells inside that new building.

Offices don't need foundations for some reason but rooms that actually list "Indoors" as a requirement do.

Thank you, i just assumed that when you build the fence around the area, you carry on doing the same for the walls on the inside.
