My version of Darwinia from our RU legal publisher: Novyi Disk (www.nd.ru), but support team of ND is too lazy - many users are complaining. Are You know, how difficult complete mission "Generator" without 1.3 (or 1.21)?! Happily, what it`s possible...
Превет. я не очень хорошо понимаю Руски язик, так буду писать по Англиски. Извените.
You can probably just use the patch from the official site. However, before you patch, I would backup a couple of things, in case they are altered. First, extract language.dat (language.dat is a rar archive, so you can just change the files extension from .dat to .rar and extract it). The archive should extract into a folder called 'data/'. Back that folder up. Patch Darwinia. After you have patched it, if it is not still in Russian, move the 'data/' folder back to its original location (the same directory as main.dat and sounds.dat and language.dat). Darwinia should pick up the langage files from that folder.

Well, of course he does, given that the Russian version appears to be 1.0 or something .
(Not directed at prophile) 1.3 introduced the icon system, which presumably added the strings which are missing, which the Russian version obviously won't have.
