I would rather Subversion be completed after Prison Architect. Looking at the way things are, I would expect PA to be finished by then end of 2015 and Subversion to be done within the next couple years of that. With that in mind, think of how long users have been waiting for this. 2002-2017ish is 15 whole years. With another game, you're looking at a single game taking probably 18-20 years to finish; This is kind of like the child of introversion, and I believe it deserves more attention rather than a completely new idea.
Also, maybe while you wait years for them to develop this, why not help them and come up with more ideas for it. Concept art, diagrams. It's the best you can do.
