Well reverend is a style of address rather than an actual title so that is more irrelevence than pendancy. I mean I could claim I am the High Muzbuck of the allies of F'tang if I really wanted, infact I think I will.

Subversion is actually a game about hacking into the darwin server so you can see city layouts and then get prepared to nuke the crud out of them.

This game just can't be YACS. In City Simulators, you have to build the city. So what would be the point of developing an algorythm witch builds it for you ?

I think you'll have to fight to control a (randomly generated) city. (witch tend to make me think that it's gonna be a multiplayer game)
