Alright, this is probably a really small problem, but when I got the Balistic Sounds mod, I extracted the file, opened Defcon, I clicked on mods, I activated that mod, and clicked apply. When I played a game, the same blasts came. This is the very first time i've used a mod. I also tried to use the space mod, did the same thing, and nothing happened. I would appreciate it if someone helped me out. Is it one of those things on my computer that doesnt let some things through?

You probably did not unpack them correctly. The correct way is
Each mod needs to reside in the folder lib/mods/<mod name> and the zip archives are prepared to already contain the mods/<mod name> part. You probably created extra directories for them, ending up with a directory structure like lib/mods/<mod name>/mods/<mod name>, which still lists the mod in the mod selection screen, but with fixed version v1.0 and without a screenshot, and activating it has no effect.
