Yes, I hate it too.I just discovered it about 2 weeks ago.My carriers had been moving toward the enemy ships all along.What I do now is click in the opposite direction to move back a bit.Sometime it is difficult to find another spot to move when ur ships are close together

I think it happens when u nuke a silo/airbase/radar that is very,very close to a city.
