Also make sure it's color depth is 24-bit. Try opening the image in another program, and saving it again as BMP.

I think I've mentioned it before, but make sure the dimensions of blur.bmp are exactly a power of two. If it's off by just one pixel, ModSuite will run very slowly or not at all.

Some examples of power-of-two dimensions:
2^9 x 2^9 = 512 x 512
2^8 x 2^7 = 256 x 128
2^11 x 2^11 = 2048 x 2048

Good stuff. I agree that a Max plugin would be taking it a bit far, but is there any chance of a future version mapping those blobs to cities and lines to borders?

City markers are really tiny, so make sure to zoom in as much as possible. It was actually one of the things I wanted to improve, but for some reason I didn't.

Hehe. Try replacing all of them with blank audio files of the same format. Unfortunately for you they're OGG files, so you probably can't just do it with the Windows Sound Recorder. You could use something like WinLAME to convert the WAV file to OGG though.

If it gets stuck at startup but doesn't crash with an error message, you've likely provided an image whose size isn't a power of two.
