You can convert every tile on the map to an indoor tile like I did by editing the save file. Unfortunately that seems to break prisoners--they just stay where the guards escort them and don't do anything else.

You're looking at the bug I reported. The room does contain everything it requires, the entire square is covered by the room type, and the game had been running for several in-game days with this bug showing before I took the screen shot.
