Currently, they just dont take any cell if its too much above what they deserve. I dont know what the solution will eventualy be as this doesnt make sense - in Europe the minimum of a cell would certainly be a 4 (window, chair, shower, legal size), probably also a desk, shelf, maybe a TV and they mi...

They need cells with a grade which dont differ to much from the grade which they are entitled to (which is defined by the number of days they stayed out of trouble, first time they enter a prison they are entitled to the average). So, if they stayed ouf of trouble since 0 days, they deserve a grade ...

- kitchen and safety hygine programs sometimes bug, there are interested but no prisoner goes to kitchen Becouse they are busy. Ok so I think I fixed my tunnelling issues. I increased the amount of free time the prisoners get and improved the environment and privacy needs. Thats a slight problem. Gang Members dont work or take part in programs, which... Well, wether that makes sense or not is a different question, but it currently even includes hearings... I think its a known bug? (by known im asking, has someone actualy reported it in mantis?)

The biggest bottleneck in the game seems to be pathfinding.
