That was my first thought as well, but then I simulated it and saw that even with only two colors, it quickly gets very confusing.
The symbols are easier to understand and manage because you are used to them from all the other views already.

Hi there! I just had a revelation about the room security level assignment system. Right now, it lacks one crucial function: You cannot assign a room as clear to use by 2+ security groups. This forces you to build copys of the rooms, more items, etc, if you want a room to be used by multiple levels....

Sounds like the "too many baskets" thing, yes. If you got more baskets than uniforms, prisoners using the closest one to dump their dirty ones into will lead to them being less than full, and only full ones get taken to the laundry. Its like they stroll by and go "Oh this one maybe.. ...
