You can just reload it and play through it again from scratch - just don't load from the save!

I use the "reschedule all programmes" tab - which also reassigns any prisoners to empty programme slots.

It's unlikely to be possible to be honest - I believe male and female prisoners cannot co-exist with the game in it's current state.
