I've got a massive prison (484 people) and am trying to end the event. I locked everything up and it's become hard to clear it.
Is there any way I can force end it?

You should be able to assign certan prisoners to seprate cell blocks and set diffrent regimes for those cell blocks so if you have a crowded/busy prison everyone does attualy get to lunch/work etc...

PS: Also the number plate cutting job should be unlimited (as in how many presses have)

There should be a cleanup tool to remove any bugged bodies or trees on the road from the save file etc...
