Workmen should remove discovered tunnels automatically.
Remove tunnel jobs should be queued automatically, the same way workmen go repair broken stuff on their own. Add a checkbox if you must.

My issue turned out to be that I started on a large map, which is pretty broken due to TimeWarpFactor. Needs rise and are satisfied at double rate, which means by the time they wake up they are pissed off about a max HYGIENE need and try to escape. Have you tried having more jail doors between freedom and your prisoners? I guess your exit consists of two doors. Use one or two more (with servos of course) somewhere on the pathways. Can't be done, because any code that would stop a prisoner from being able to go through the door would also stop them from trying to escape vai the door, making it the only door in the game that a prisoner can't get/break through. The original issue is the lack of gang leaders, not legendary prisoners.
I think a better solution is for gangs to choose a leader after gaining 10 members the same way they choose lieutenants. Then if a legendary (more badass) gang member show up later, he can replace the existing leader.

If it doesn't have a toilet it has a big red warning sign that the room is not functioning and there shouldn't be prisoners in it. Put it in the bug tracker.

It may contribute to released prisoners reoffending, which would lower your score. That is when they introduce re-education, paroles and overhaul the scoring system.
